Occupational Safety Health and Management System

  • We are committed to providing a work and living environment that is safe, healthy and sanitary. The Company has implemented the occupational safety and health management system, OHSAS 18001:2007, since December 5 of 2007, which was subsequently transitioned to ISO 45001. The system is implemented by the environmental and occupational safety and health execution teams and designated personnel from different departments. To ensure the system operates effectively, periodic follow-ups and audits are conducted every year, and system verification is performed with BV certification. Relevant policy is as follows:

  • Comply with all applicable occupational safety and health regulations, international standards, local laws, and other signed terms and provisions, while continuously improving occupational safety and health performance.
  • Implement risk management by regularly conducting occupational safety and health risk assessments, establishing priorities for significant issues, formulating and executing concrete action plans, and reporting results to the Board of Directors.
  • Strengthen employee training and emergency response capabilities.
  • Guide all employees to participate collectively, ensure open communication channels, and promote active employee engagement in consultation, negotiation, and decision-making regarding company occupational safety and health matters.
  • Comply with safety regulations and safeguard employee health, committed to achieving zero occupational injuries and zero safety incidents. Based on actual risk assessment results, set short-, medium-, and long-term quantitative and qualitative indicators to define the direction of the Company’s occupational safety and health efforts.
  • Enhance employees’ awareness, responsibility, and accountability for occupational safety and health. The Company regards this as the standard for protecting employees’ work environment and personal safety. In addition to complying with relevant laws and regulations, we continuously pursue excellence and ongoing improvement. Scope and Applicability

This policy applies to all employees of Quanta and its subsidiaries, as well as suppliers, contractors, and other key partners. The scope covers all business activities including product R&D, procurement, operations and manufacturing, and logistics. All parties shall adhere to this policy and fulfill their due diligence responsibilities to achieve sustainable development.

The Company demonstrates occupational safety and health performance in accordance with the following principles:

  • Potential health and safety hazards (e.g., chemical, electrical, and other energy, fire, vehicle, and fall hazards) that employees may encounter should be identified , assessed, and controlled through proper design, engineering and control management, preventive maintenance and safety operation procedures, and ongoing safety training. To reduce risks, we leverage “hierarchical of controls” (such as elimination of hazards, using alternative processes and materials, etc.), and provide employees with appropriate, quality personal protective equipment as well as ongoing training and education on potential risks. Reasonable measures must be taken to ensure pregnant and breastfeeding women are kept away from hazardous work environments.
  • Identify and assess potential emergencies and incidents. Emergency response programs and procedures should be put in place to reduce hazards to life, environment, and property, including emergency reporting, personnel notification, evacuation procedures, worker training and drills, appropriate fire detection and suppression systems , adequate escape facilities, and recovery plans.
  • We shall implement procedures and systems in place to prevent, manage, track, and report work-related injuries and occupational diseases. These include provisions to encourage employees to report incidences; categorize and document occurrences of work-related injuries and occupational diseases; provide necessary medical treatment ; investigate cases and implement remedial action to resolve underlying causes, and support employees in resuming work.
  • We shall assess, evaluate, and contain the potential situation of employees coming into contact with chemical, biological, and physical substances. In the event that engineering methods and management are not adequate to contain hazards, appropriate personal protective equipment should be provided to employees.
  • Risks associated with physical demanding work should be identified, assessed, and managed, including manually transporting materials or frequently lifting heavy objects, standing for long periods, and doing highly repetitive or strenuous assembly work.
  • Potential safety risks associated with production equipment and other types of machinery should be properly assessed. To prevent possible injuries to employees from machine-related injuries, physical guards, interlocking devices, and barriers must be provided and properly maintained.
  • Providing employees with clean restrooms, clean drinking water, and food. Dormitories provided to employees must be sanitary and secure, with sufficient lighting and hot water for showering, proper air circulation, adequate personal and storage space, as well as sufficient emergency exits.
  • Provide employees with information and training material on occupational health and safety in their language, so to help them recognize all workplace-related hazards that they may be exposed to, such as mechanical, electrical, chemical, fire, and physical hazards. Display information related to occupational health and safety in visible places in the workplace or display in location where employees can clearly see and gain access to. Regularly train all employees before and after they commence work. Employees should feel at ease to report any health and safety concerns without fear of reprisals.
  • Organize various wellness events to increase employees' health awareness.

Implementation Status:

  • Establish a dedicated health center: on-site medical facilities are established at each site, qualified medical personnel is hired to ensure the well-being of our employees. Cooperate with local professional medical centers to schedule annual employee health check-ups, conduct follow ups on abnormal conditions, and implement doctors' on-site services, provide health education, health awareness and health consultations, as well as the prevention and treatment of occupational-related injuries, common injuries and diseases, and health advises to prevent occupational diseases and to implement employee health management.
  • Women's health protection: when a female employee informs the Company of her pregnancy, the medical staff will conduct a hazard identification, risk assessment and job function evaluation. For direct labor, appropriate job functions will be arranged after consulting with on-site medical staff. Health education on pregnancy and postpartum periods are provided to pregnant employees. The company further provides designated parking spaces for expectant women and optimized route for entering the factory. In addition, breastfeeding rooms are available exclusively for female employees who need nursing care.
  • Implementation of occupational safety and health education:  in accordance with Article 32 of the Occupational Safety and Health Law and Article 17 of the Occupational Safety and Health Education and Training Rules, the Company provides safety and health education and training for new hires and on-the-job occupational safety and health training for existing employees every six months. Employees are required to pass relevant tests to complete the training courses. Aside from strengthening the management of occupational environments and safety, we also focus on related education and training, including training for first responders, safety and health education for regular employees and professional production line workers. The Company arranges paid external training on specific occupational hazards, including operations of high-pressure gas specific equipment, anoxic operation supervisors, specific chemical substance operation supervisors, and forklifts operations. License-related personnel achieve 100% retraining compliance with laws and regulations, so as to effectively prevent occupational injuries and ensure occupational safety.
  • Conduct occupational health and safety risk assessment: enhance hazard identification and risk assessment through management procedures. Internal risk assessment personnel are required to pass the internal audit certification of the occupational safety and health management system. Additional measures are implemented to prevent major possible impacts, scope include work-related injuries and occupational diseases, such as chemicals, machinery, electrical, equipment and transportation. Moreover, we further improve the planning and handling of events with high-risk frequency, for instance, such as traffic injuries, the Company would increase employees’ awareness and education on the hazards to reduce work-related injuries.
  • Formulating operation procedures for communication, consultation and participation in environmental and occupational safety and health affairs: through the establishment of the Company’s environmental safety and health management system, we are able to manage both internal and external communication, consultation, and participation. Important messages from the environmental safety and health management system can be easily accessed by stakeholders and further encourage the Company and stakeholders to interact and to participate in environmental safety and health affairs.
  • AED (Automated External Defibrillator): is installed in each production site, and training on AED operations and CPR are implemented.
  • Regular fire drills, emergency escape training and monthly fire inspections are implemented annually: conduct monthly inspections of safety measures and equipment operations, prepare fire prevention plans, and perform task grouping and actual drills of firefighting equipment. We further implement training, notification, evacuation drills, first aid training, fire safety courses in accordance with regulations to implement disaster prevention work and prevent potential incidents.
  • Prevention and mitigation of occupational safety and health of suppliers: identify the risks and hazards of occupational safety and health through contractor surveys and contractor audits. Contractor occupational safety and health assessment completion rate is 100%.
  • Formulate operation procedures on accident investigation and handling: the purpose of formulating investigation and handling mechanism is to prevent accidents and losses from spreading, and to enable effective preventive measures to avoid future accidents. Establish accident reporting and handling procedures as the basis for handling accidents in the emergency operation area. Reporting should be completed in a timely manner, so that the occupational safety and health unit can conduct accident investigation and handling, and to prevent future occurrences. If any non-compliance with the occupational safety and health requirements is found, improvement should be implemented in accordance with "Operating Procedures for Corrective and Preventive Measures for Environmental and Occupational Safety and Health".
